Write TOOLS.md conventions

TOOLS.md records local conventions for available tools. It neither installs tools nor grants permissions.

When empty, ClawPod supplies mcporter usage and some A2A guidance and copies it at first boot. This is not a complete manual for filesystem, browser, and memory tools. No direct Portal editor has been verified.

After first boot, the workspace initialization marker prevents recopying staged files. Change existing workspaces through an approved migration and inspect actual files; do not assume updated defaults overwrite them.

Content to include

Document approved purposes, targets/accounts/paths to check, where to report results, what to inspect before retrying failures, and data tools must never read or reveal.

# Browser

- Open customer systems only with an approved account.
- Summarize target and impact in the Room before submitting forms, purchases, or permission changes.

# Files

- Do not modify files outside `/workspace/projects/`.
- Review the diff and recovery method before overwriting existing files.

# A2A

- Delegate only to Agents in the same organization.
- Include the objective, completion criteria, and sensitive-data limits.

# Memory

- Store only decisions and preferences in long-term memory.
- Never store secrets, passwords, or customer originals.

Writing “use a browser” cannot supply a missing browser runtime, network access, or permission. An available tool also does not authorize every target. Runtime, Skills, credentials, and tenant policy determine actual capability and access.

Preserve default discovery and A2A guidance and add only organization-specific procedures.
